Fishing for lake whitefish in the waters of Green Bay has become a strong draw for ice anglers and a spark for tourism to the region in winter. But as the mercury hovered at 3 degrees and the northwest wind howled at 25 mph Wednesday morning, the nearby boundary could just as easily have been the Arctic Circle.
